The Sly Spy(The thief is good)

Here comes another adventure,
Of the great Sly spy,
With his new assistant,
They shall go far and high,

One day the Sly Spy was out,
Wander the cities with the thief,
The thief got scared,
As they met up with the chief,

"SLY SPY WATCH OUT WATCH OUT!"
Said the chief,
"I KNOW ITS WIERD,
BUT IT'S THE THIEF!"

"Don't worry chiefy"
Said the spy
"The thief is good now,
Would I lie?"

The chief was astonished
[Could he be good?
Could it be true?]
Thought the hobo dude.

The chief ran way
To spread out the news,
"NO MORE THIEF"
Said the chief as his happiness grew.

Then they all stopped
They all wanted proof,
But that they couldn't get
Though the news went through the roof.

The thief just sat and cried
Hoping for a crime
To save the planet
And be good at this time.

Then came a spaceship,
Out of no where,
One minute it was here,
The next it was there.

So is it the end
Or is the thief really good
Will he be bad and help
Or be good like he should.

    Okay, maybe I'm just stupid (that's probably it), but I read this several times and I couldn't understand it completely.

    "Will he be bad and help
    Or be good like he should."

    I don't get what what he'd be bad to help with.
    I also didn't understand the spaceship reference, what was that for?
    One other question, is the chief the "hobo dude"?

    Maybe this is just a random poem, and I'm reading way too far into it. That's probably it. But if there is a meaning or something that I'm missing here, I'd love for you to explain it because I was fascinated by your poem, despite the fact that I'm a little confused. I'm going to rate it as a 5, just because it made me think so much.
