What does this mean...

I dont know hw to explain my question but i'll try.
you can be like a pink, blue, gold, or platinum commenter...what does the praised comments mean? like whever u go into see what each color means...it says pink: 500 comments but then blue is 3-9 praised comments. i don't get the difference between a comment and a praised comment.
