Fire bug or not?

Recently ( july 7th ) my 11 year old accidently set our whole home on fire while I was at work. Everyything was a total loss, including his pet who died that we had for years. Yet the newspapers feel he was not punished enough, even though I signed him up for "fire classes" and counseling. I feel that he has suffered enough. He saw his cat die in my arms, h saw our whole house go up in a blaze, he has seen me cry night and day over everything we lost. What is enough punishment, I ask?

I really appreciate your comments on this matter. He truly is suffering, as am I. I am wracked with guilt for leaving him alone, even though in our state he is of a legal age to be able to stay alone and he had proved in the last 7 months that he was capable of doing so. Alot of people have been alot more expressive in their opinions on this matter. Which can only be expected when you ask for others opinions!!LOL Any way I posted this same discussion on a different forum and people there had more to say. BTW, he set off a fire work in the home and it went under the couch and before he could get to it and put it out the whole couch was in flames and he tried ot put it out and then went back into the home 2 different times. 1 to try with the outside waterhouse and then 2nd to try to save our pets when he realized it wasnt going out. I have nightmares when I think of him doing that and what could have happened.
