Basically, in the same way you have said to us.

That as much as you love and are happy with him, you are not ready to take that big a step just yet and would like to wait. That itself I think is enough if that is the only reason, but if there is more to it than that or if he asks then give him those reason as to why too.

Lol, I'm kind of in a situation like that except it's kind of arranged for me. I'm 17 going on 18 and I'm getting married. For about the last few weeks there are so many people trying to break us apart and I feel at the same time that I'm not ready so yah.... but i'm going for it.. for me, it's the best decision i could make in my situation.

Well my ex boyfriend asked me to marry him bak when i was 18 but i laughed at him cuz i thought it he was kidding well i guess it hurt his feelings cuz he almost cried i felt so bad but i had to explain to him that i wasnt ready for that.. he acted like he understood but he kept saying things like thats my future wifey and stuff and it kind of freaked me out so i had to break up with him..

then 2years later i was put into a situation that was like that but i was like no way i think we should friends cuz i hate being put into that situation... mayb it has something to do with me tho... i hate serious situations so i try to stay way from them... lol.. crazy huh... lmao

You pretty much answered your own question, just let him no your not ready and that you love him, but not ready to take that big step in your life...
If he loves you, then he will understand...
