You're 16, how are you bringing him food or mail?

Let him grow up and get his own salt and mail.

If he doesnt appreciate you then ignore him, but if he is talking about other things too just try and slow down a little and think everything through logically before you do things, like if you know he likes salt then you know he'll need it and you can grab it. Better yet, give him mail duty and keep the damn salt on the table at all times :)

Don't be tactful or diplomatic and for the love of God dont hint (That's one for all you girls!) just tell him what he's doing and how much it is pissing you off.

I agree with Bret, tell him that you dont like it, and that he's an ass for doing it, and that it hurts you. Tell him to get over it, and if he cant stop or wont stop then think it through and dump him.
