Wifi camera attachment

So i would like very much to take a remote controlled flying toy and attach a transmitter and a video camera to it, such that it will transmit whatever its seeing to whoever is controlling it. preferably for much cheaper than the ones which are made to do that. if anyone has the know how to give me advice on this, or knows where i can find said know how, please let me know.

I would buy a bug and just attach it to a remote controlled airplane then take the receiver and put it on the controller

Actually its a gift for my mom. she spends a lot of time in bed with her ipad, but likes to play with her cats, and i thought that a flying thing controllable from anywhere in the house would be hella fun to chase cats with.
