Are people born cruel or is it something they learn?

wen ppl r creul to one another, they tend 2 feel powerful 4 a while, but no1 is creul to some1 else by themselves, they hav to hav ppl around so they can get credit, ths wat happens alot of the time.

ppl r not born creul, from a very lil age they pick up things around them, and they will learn it, for they hav no sense of riight or wrong

i think that they learn it. if they grow up and are used to people being mean, then they will think its normal behavior and then they will be mean
