I'd say yes it is pity dating, and pity dating=bad. You should just tell him you only see him as a friend, instead of leading him on into something he thinks is real, because if that happens it'll just end in bigger heartbreak than if you tell him now that he's just a friend.

i did it before, it only made me miserable and only made it hard to break it off. dont get in the pity cycle, you may never break away from it. my mom should know. my parents marriage was based on her pity for him, she got it confused with love. don't go down that road.
