are commas considered violation of rule 3?
i know that having special character thing are violation and i was just wondering if they are.

Exactly. That also goes for ! and ? One or MAYBE two ! or ? for emphasis on the title is ok, but more than that will probably be considered "special characters to make your title stand out"

yes, as long as they are used grammatically and not meant to draw attention to the title.

For example:

Acceptable>> I said, "I do."
Also Acceptable>> Red, White, and Blue: The Colors of Freedom

Unnacceptable>> ,,,,,,,,My Love is Forever,,,,,,,,

Also Unacceptable>> A Few,,,of my,,,favorite things
