Whats Going On

I call him and he doesnt answer... I call him and hes workin... he says he'll call me back but he hardly ever does... I call him and he makes me talk to his friend until he has time for me... I call him and he tries to turn the ringer on silent but actually turns it on... I call him with my caller ID blocked and he answers and pretends like everythings fine... whats going on?
