Althought I don't know him, I can judge by what you are saying, that he is either very clingy, or have a low self-esteem. I know a lot of girls, who had boyfriends that threatened to kill themselves if their girls were to ever leave them. I've met those guys, and I can tell, they are uninspired. Everyone knows, there are plenty of fish in the sea, and to take your life because you lost one, calls for some thinking. It's hard telling someone you don't love them, but you would be lying to him if you didn't tell him, and that wouldn't be fair to him. Just remember, after you have told him, whatever he does, is based on his decisions and actions. You should not feel guilty if something did happen, because you did the right thing. It will be hard, but it needs to be done. No one likes to be lead on.

Tell a counselor or a parent or a friend what the situation is and tell your boyfriend what you have to say to him in the peresence of that adult so they can take care of your boyfriend if he does indeed intend to kill himself. I remember when I was younger there was a guy that liked me and I didn't like him as more than friends but when I told him that he said he would kill himself if I left him. (he had tried in the past) and so I was in fear and worry under him control for months! That was not good and really has a negative impact on my life.
