Crazy Relationship. Advice Needed

Ive been friends with this guy for almost 8 yrs. i love him with my whole heart, but now i think i like him more than a friend. theres a problem though he is dating one of my good friends but weve only known her for like a year. should i tell him how i feel? or just keep things normal
