boys and men are wierd, fact!
Yeah, occasionally you get this guy who is totally interested and he shows it and you live happily ever after.
But in my past relationships, guys say there interested and like you, but dont show it, whether boys find it hard to show feelings, i dunno.
But ask him straight if he likes you, then tell him he has to start acting like it cos if he doesnt then your not interested, even if you are! make him have to show you, make him show up.

Talk to him about it. Be blunt with him. Tell him you really like him, but you don't understand why he makes plans and never follows through with them. Tell him you want to get to know him better, and see where things go from there. If you don't let him know how you feel, how will be able to go a step further? You need to have good communication in a relationship. The only reason he's not following through with plans, i think, is because he's nervous. Maybe he's trying to figure out what to do. If he told you he likes you, you shouldn't worry. Guys have a different way of thinking, and showing their feelings. Just talk to him. It might help. Good luck.

he might be scared about how you feel about him, cz sometimes guys are the same as some of us...they see something good and just run away from the feelings that they truly have. Guys get scared too even though they are afraid to admit to it..guys are some what like us when it comes to feelings..they get scared and run just like some girls do.
