He's not ready for that kind of commitment. a.k.a. he need to get his act together.

Immaturity. Fear of dedication, committment, seriousness.

Umm, maybe he has things going on in his life right now that will prevent him from giving you the attention and care that you deserve from him? It's not always about 'emotional' issues like said above. Sometimes it is, but not always. For example, I am fully capable of being in serious relationship right now, however I choose not to be because of my future plans. Maybe he's thinking of college or whatever and doesn't want leaving to be harder than what it already will be. Or he just doesn't want one. No one can blame him for that.

he might still wanna see other people cuz he might like that being single thing being able to do whatever he wants and not be tied down to somebody.

maybe he thinks he's too young

he could be afraid of getting hurt

he could just be trying to avoid all the drama that comes w/ a relationship.
